For the first four seasons of She-Ra and the Princesses of Power, the chief villain has been Hordak. A clever and inventive antagonist, his plan has always been to expose the rest of his original empire to Etheria. At the conclusion of the fourth season, he got his wish -- albeit losing his identity and autonomy in the process, when Hordak-Prime revealed himself and casually wiped his mind. In the fifth season of She-Ra, Hordak-Prime proves far more ambitious and evil than Hordak could have ever aspired to, especially once his full plan.

The true scheme behind Hordak-Prime's expansion of power includes using Etheria as a planet-destroying tool, which could end in the loss of almost all life in the universe if it's fully unleashed.

HORDAK-PRIME'S PLAN

Hordak-Prime presents himself to Glimmer and Catra (and the audience) as a reasonable and understanding leader. He tries to instill the idea that he's a cultured figure, trying to bring sense to a chaotic and destructive universe. However, his trophy room is indicative of what he thinks control really looks like. He's largely wiped out multiple planets and societies across the cosmos, with the only thing remaining of their existence being the relics that he kept as trophies. He's even made a habit of eating the last remaining foods of those worlds, using them as a pointed threat towards Glimmer over the destructive power of his Horde. Hordak-Prime has seen entire worlds be destroyed and is fine seeing others be destroyed if they stand in his way.

To the worlds that Hordak can manipulate and control, he installs command centers armies to maintain his command. If they're obedient, they are allowed to live under his banner. His clone army extends across all of his worlds, alongside a legion of robotic drones designed to help his forces. For living beings who resist, Hordak-Prime is revealed to have designed a mind-controlling chop that can force beings to live as his slaves. Each of them is forced to believe to see Hordak-Prime and his followers as almost a religion, with Catra being used as a showcase of that control.

It's revealed over the course of the season that ages ago, Hordak-Prime became intrigued by the power utilized by the beings now known to Eternia as the "First Ones." Upon seeing that destructive capability, he tried to take it for himself. But the energies couldn't be contained, and the power ended up inside Etheria -- separated away from the rest of the galaxy in a parallel dimension. Harnassing all that energy, Hordak-Prime would have more than enough power to outright destroy planets instead of just conquering them, allowing him to expand his power base across the galaxy and bring "peace" to all of existence. He's even a little giddy about this development and the power it gives him.

It's a deeply dark plan of action for the villain to take, instilling his own version of peace across the galaxy. It's an incredibly dark campaign for the villain to take and is the kind of threat you wouldn't expect from Hordak-Prime.
